Gov Holcomb has never been silent about his support for needle exchange programs, and frequently lauded their proven effectiveness, contrary to his predecessor.  He moved the decision for needle exchanges from a state to a local issue so individual counties could get onboard.  Most have, some haven’t.  At least two counties have quoted Biblical precedence for ending the exchange program.  But one county never picked it up and arguably needs it most: Holcomb’s own Marion County.
